We are moving away from using a sliding scale on determining max contracts by position, and instead incorporating a one size fits all rule change. Quite honestly, the previous rule was not punitive enough, and a franchise could literally protect itself from ever paying some of its star players top line compensation. This will especially help franchises that are in rebuild mode now, because those franchises at the top will be forced to pay top dollar if they are to maintain their current elite status. The new max contract rule will be the great equalizer to ensure league balance. Here is how the rule reads as of now:
League Max Contracts
Max Level Contracts: A max contract from the original team is 5 years and the player is automatically signed with his original team. If the original team declines to offer a max contract, a max contract from a team other than the original team is 4 years at the max rate. If two or more teams bid max level contracts, then the team with the higher waiver wire number wins the player for the max contract. You can structure the contract however you want, but you can only go up or down in $2 million increments.
2012/13 Max Contract will be 20M for all players
With this new max contract rule, this essentially eliminates the need for a franchise tag. Either you keep him for 5 years, or you let him go. GM's will still have 2 Restricted Free Agent Tags to use at their convenience in order to protect player they want to keep long term. A Restricted Tag means that a player still goes out on the free agent market, but the team with that tag will have the final option to match any contract that has been offered.

Frank how do you determine if a player is worth a max contract or a lesser one? Can you only sign one player to a max contract per year?

Blaine, you can assign a max contract to any player you want on an expiring contract, and to however many players you want. I would recommend that owners use them on star player types that will be worth the 20M price tag that it will cost them. In my opinion, the ideal max contract should be offered to players like Lebron James, Kevin Love, Kevin Durant ect. But if an owner wishes to offer Emeka Okafer a 5 year 20 million dollar contract, they have that freedom as well.
