When a new GM takes over a franchise the league commissioner may grant a one time free drop to any player on the current roster without a penalty cap hit. This is a one time exemption so to give the new GM some leverage when taking over a franchise, to help them make some necessary cap space in order to properly manage their team. This drop only applies to players that are inherited from the original team that is taken over by that GM, and the free drop does not apply to any new acquisitions made by that GM. There will also be a time limit as to how long the Amnesty clause can be used, and that is for no more than a 30 day period after the GM has taken over day to day operations.
