As I talked about in the League Update letter that I sent to all GM's, I'm thinking about making some changes to the trade review panel. The first is expanding the panel from 5 members up to 7 starting next year. The reason for this is that there have been some UNFOUNDED accusations of favoritism to the general establishment of the league. Though I am very prone to ignoring such accusations without proof, I thought that increasing the size of the TRP would further eliminate any types of conspiracies against league managers and the TRP. Also, because the GM of the Thunder is my brother (disclosure) this would give me along with the rest of the TRP more credibility as an independent body.
Though I think one of the most recent trades that was made in this league, where TRP members disagreed on the value of the trade only proves the independent stance that each members judges trades by, I still think it would be good credibility to expand this body. That is my main concern with the TRP.
Secondly, I want to make the process of passing a trade a little simpler. There have been several times where GM's have contacted me after trades with concerns that it would be shot down in the Trade Review Process. I want to try and eliminate that fear, while trying to protect the integrity of the league. Remember, the purpose of a Trade Review Panel is to ensure that trades are fair in value to a certain degree so that the league does not become overly unbalanced. I have been running leagues for over 20 years now, and all it takes is an aggressive personality by one or two franchise owners to take advantage of other owners who may have a passive personality. Also, in salary leagues many owners immediately start to build for the future thinking that their current roster is not worthy to make a championship run in the immediate. There's nothing inherently wrong with building for the future, but in the process of trading assets of today for tomorrow's stars can mean that other franchises load up now. Making the league unbalanced, which we all have to watch out for.
So starting in the 2013/14 season I want to make a little rule change to the TRP and how it's votes are counted. The current rule puts the burden on the majority rule to pass a trade. After expanding from 5 TRP members to 7, I want to put the burden on a veto instead. In other words, a tie would now be a pass in the TRP, and a majority will be needed to veto a trade.
Here is an initial draft of how I have written the rule:
"Trade panel members will have 48 hours to place their votes starting from the time that a given trade is reported by two franchises. If the trade is conducted by two teams who are not members of the TRP, then a simple 4-3 majority will suffice to pass the trade. If the trade in question has one TRP Member involved, a 3-3 vote will suffice to pass the trade. If the trade in question involves two TRP members then a 3-2 majority vote will suffice.
If after 48 hours not all TRP members have voted, then the current vote total will be the final tally. If the tally is a tie at the time of the closing of the vote, then the trade passes. There must be a majority consensus against the trade in order to process a veto.
*The commissioner retains authority to keep open the vote for an additional 24 hours if concerns about a trade have been voiced by GM’s and not all TRP members have voted in their allotted 48 hours. "
