We have 3 different instances of teams having a tied record in regards to determining the draft order. I really don't have a clear cut solution on how to handle this situation, other than to go from worst to best record and in the case of a tie letting the draft order of the 2012 NBA draft break that tie. I know some teams had more power balls in the draft than others giving them a better chance of success and making clear a point that that team was deemed to have the worse case scenario, only to have another team get the ball to bounce in their favor. But, I believe that by abiding by the 2012 NBA draft results is the fairest way to break this tie. If someone else has any ideas, please feel free to share.
